There is nothing to which to nail plywood on the outside of the building.
Lou's wasn't the only establishment with the plywood - McD's down the road had it up too.
At one point, B/CS was supposed to get the eye of the storm, so people were freaking out. I think the plywood is more of a liabilty issue - at least for McD's...don't want to get sued b/c you didn't take precautions.

Now that's funny! Not that they put plywood on the inside of the windows but just the fact that they put plywood on windows in College Station!
